Conduct a technical and economic feasibility study on partially or fully converting pulp and paper mills and wood processing facilities across BC into leasable laboratories or pilot processing plants with a focus on bioproduct development. The study will include the following key topics:

- Economic feasibility of converting mills into lab spaces and identification of main gaps, barriers, and challenges with conversion.
- Recommendations and considerations for the development of a mill to lab space conversion plan
