REQUEST FOR PROPOSALS
The City of Surrey (the “City”) is seeking assistance from a qualified consultant or firm (the “Proponent”) to implement Esri’s linear referencing system (“LRS”) technology with the Roads and Highways (“R&H”) extension to ArcGIS.
The City currently manages an ArcGIS Enterprise system (version 10.8.1) which utilizes an Oracle based SDE database back end. The City is planning to upgrade Enterprise to either 10.9.1 or 11.1 the first half of 2024 which would allow the City to leverage the latest LRS tools and R&H extension using ArcGIS Pro.
In 2021, the City developed a proof of concept implementation of LRS and Roads & Highways in ArcGIS 10.8.1 using ArcMap to explore and evaluate the capabilities and potential benefits of the technology. During this initial iteration, an attempt was made to create the City’s first route layer from the City’s street centreline feature class as well as linework used from other data sources the City maintains for off-road walking and biking trails, paths, etc. In addition, a number of event layers were created to evaluate the web based editing interface and capabilities that comes with R&H extension.
The City wants an external agency who specializes in Esri based LRS technology and Roads & Highways extension to review the City’s initial implementation of LRS in ArcGIS 10.8.1 environment to ensure they meet sound design concepts and Esri best practices. Then work with City staff to train and assist with evolving the initial implementation to something more production ready. In addition, the Proponent is requested to assist with a high level road map of steps required to upgrade initial implementation to ArcGIS Pro within a 10.9.1 or 11.1 version.
ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
