Supply and Installation of Heat Pump at WVEC

REQUEST FOR PROPOSALS

The City of Surrey (the “City”) is seeking Proposals from experienced and qualified heat pump manufacturers/suppliers (each a “Proponent”) to supply, install, test and commission heat pumps with a total minimum of 4MWth heating output capacity, and to provide a minimum one (1) year maintenance contract at the existing West Village Energy Centre (WVEC).

WVEC was constructed in 2018 and supplies district energy to more than 35 customers. The facility currently includes three (3) x 15 MW boilers.

The objective of this Request for Proposal (RFP) is to collect the qualitative and quantitative information necessary to assess each Proponent’s ability to provide a technically sound, innovative, reliable and maintainable solution that best supports the City’s objective of partially decarbonizing the facility through the addition of heat pumps.

Proponents shall clearly demonstrate their understanding of the project objectives, proposed work plan and methodology, organizational capabilities, relevant expertise and experience, and ability to support the City throughout the project lifecycle. Proposals should include an overview of the Proponent’s organization, key personnel and resources, experience with projects of similar size and complexity, and the availability of local representation, technical support, and maintenance services within British Columbia.

Innovative approaches, technologies, equipment configurations, controls strategies, or implementation methods that may improve system performance, energy efficiency, maintainability, serviceability, reliability, or greenhouse gas emission reductions are encouraged. Proponents shall clearly identify and describe any innovative elements included in their proposed solution and the anticipated benefits to the City.

The heat pumps will utilize ambient treated water from a sewage heat recovery system currently under design on the evaporator side, with hot water from the condenser side integrated into the City’s existing district heating system.

All proposed heat pumps and associated equipment shall fit within the dedicated heat pump space identified in Appendix A2 – Contract Drawings, Mechanical Drawing M2-01.

INFORMATION MEETING

An information meeting will be hosted by the City Representative to discuss the City’s requirements under this RFP (the “Information Meeting”). While attendance is at the discretion of Proponents, Proponents who do not attend will be deemed to have attended the Information Meeting and to have received all of the information given at the Information Meeting. At the time of issuance of this RFP a meeting has been scheduled as follows:

It is possible that some questions raised, and information provided during the Information Meeting may be the only source of critical information essential to prepare and submit a successful Proposal. Proponents are responsible to ensure they are fully informed and have a clear understanding of the requirements.

Note: No minutes of the Information Meeting will be provided

The Proponents are responsible for any fees incurred as a result of the Information Meeting.

ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid website at www.bcbid.gov.bc.ca and the City website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
