Description
REQUEST FOR PROPOSALS
The City invites proposals from qualified and experienced Proponents to perform leak detection services for approximately 105 km of pipeline within three selected service areas of the City.
SCOPE OF SERVICES
The Proponent shall provide all services, deliverables, responsibilities and other work required under this RFP (collectively, the “Services”), including, without limitation, the following:
The scope of work is to plan, manage and conduct a leak detection survey in three (3) water service areas shown in Schedule A-1.
The survey will include leak detection on all water mains, service connections, hydrants, valves, within the identified areas. Leak locations at the zone boundaries will be conducted to identify any inter-zone flow (flow between pressure zones). All service connections, as minimum those identified in COSMOS, shall be surveyed to identify leaks on the City or provide property side of the service.
As part of the Proposal, the Proponent shall submit the description of the equipment proposed to be used under this project, including but not limited to the device’s operational details, the parameters it can measure, its applicability for different pipe material types, the measurement ranges and any limitations.
The City is interested in employing leak detection equipment with the ability to pinpoint potential locations of leak with acceptable level of accuracy without interruption to the live water system being inspected.
The report will detail the leak detection survey methodology and leak locations identified. The report will also discuss any field observations that differ from what is shown in the City’s GIS water records in COSMOS.
ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
