REQUEST FOR PROPOSALS
PURPOSE
The City invites Proposals from qualified and experienced archaeological consulting firms to provide archaeological planning, permitting, Indigenous consultation support, archaeological monitoring, emergency response services, and related professional services consulting services in support of emergency and planned municipal infrastructure projects on an as-needed basis (the “Services”).
BACKGROUND
The City owns, operates, and maintains an extensive network of municipal infrastructure, including water distribution systems, sanitary sewer systems, storm drainage systems, transportation infrastructure, parks, and related public works facilities.
Municipal infrastructure projects may occur within areas containing known or potential archaeological resources protected under British Columbia's Heritage Conservation Act (the “HCA”). To ensure regulatory compliance and responsible stewardship of archaeological and cultural heritage resources, the City requires access to qualified archaeological expertise to support project planning, construction, emergency response activities, and regulatory processes.
The City seeks to establish a professional services arrangement with a Proponent capable of providing timely and effective archaeological services throughout the municipality.
ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
