Description
INTRODUCTION
The City of Surrey (the “City”) is seeking Applications from highly qualified firms for the supply and the provision of skilled labour, and equipment to perform traffic data collection services and any other requirements as generally described in this Schedule A (the “Services”).
The successful Applicant should provide everything needed to meet all the requirements including, without limitation, any and all labour, materials, equipment, tools, supplies, and transportation to faithfully perform and provide the Services.
REQUIREMENTS
The requirements for Services include but are not limited to the specifications listed below:
Video Collection Specifications
Services are for the collection and delivery of video footage to the City. It excludes providing any counting, classification, or other transportation data captured by the video footage.
Video footage supplied to the City by the Contractor shall comply with the Freedom of Information and Protection of Privacy Act (British Columbia).
Video Quality and Format
• Resolution: Minimum native 960 x 540 (no upscaling); higher resolutions may be acceptable
• Frame Rate: 15 fps minimum, 30 fps desired, constant throughout recording.
• Format: MP4 with H.264. H.264 codec in MP4 or AVI format.
• Bitrate: Minimum 300 MB/hr to ensure clarity for vehicle and pedestrian classification.
• All video recording devices shall maintain accurate internal clocks (±1 second) for synchronization with reported timestamps.
Mounting and Field of View
• The camera view shall capture all vehicle lanes and pedestrian areas intended to be counted.
• The camera view of the intersection shall not be obstructed by objects such as trees.
• The camera should be located within 4 m of the roadway.
• The field of view shall be minimum 90 degrees horizontal, covering all movements and conflict areas within approximately 40 m of the camera.
• Continuous video capture for the entire deployment period, typically stored in hourly segments without manual intervention. Camera position, focus, and zoom must remain fixed throughout the deployment to ensure consistent data quality.
ADDENDA
If the City determines that an amendment is required to this RFA-SOA, the City Representative will issue a written addendum by posting it on the BC Bid website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City website at www.surrey.ca (the “City Website”) that will form part of this RFA-SOA. It is the responsibility of Applicants to check the BC Bid Website and the City Website for addenda. The only way this RFA-SOA may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFA-SOA or may be relied upon by any Applicant. By delivery of an Application, Applicant is deemed to have received, accepted and understood the entire RFA-SOA including, any and all addenda.
