Notice of Intent to Award Telephony Wireline Services Agreement
Notice is hereby given by the City of Abbotsford of its intent to extend the existing Telephony Wireline Services Agreement with TELUS Communication Inc. to provide PRI service, long distance calling plans, DID lines, local business lines, and support for Centrex lines for a 2-year term.
Background
The City of Abbotsford currently utilizes telephony wireline services provided by TELUS. This includes support and maintenance for our enterprise PRI phone trunks, long distance calling plans, DID lines, local business lines and Centrex lines. The current Agreement is near expiration. The City intends to issue a public solicitation for a new enterprise phone system and telephony wireline services within the next 2 years. In order to sustain existing services, the City of Abbotsford intends to extend the current Agreement with TELUS for a 2-year term until the City has solicited the market for a new solution. The agreement will remain in place until the new solution is implemented and operational.
Direct Agreement Award
It is the intent of the City of Abbotsford to award this Agreement to TELUS Communications Inc.
The City of Abbotsford has determined this for the following reasons:
- The current telephony wireline services are currently supported and maintained by this TELUS. TELUS has intimate knowledge of our requirements and are experts in supporting and maintaining these services.
- Given that the agreement extension is for a 2 year term, it would be prohibitive in regards to time and cost for the City of Abbotsford to migrate the current services to an alternate vendor given that the City’s requirements will change by the end of the term. A migration will require significant re-work to the existing system. Included in the current agreement is continued support for end of life Centrex phone services. Telus Communication Inc. has the expertise and equipment to support this aging technology. In addition, it is the intent of the City to convert the Centrex services to standard Local Business Lines during the 2-year term in preparation for the public solicitation process.
Notice of Objection
Suppliers wishing to object to this decision must email their objection by June 21, 2022 before 2:00 pm, local time to:

Service providers objecting must provide specific reasons for their objection, along with a statement of their qualifications, eligibility, and ability to provide services of the same or better quality, within the required time frame, as these will be the key criteria with regard to the consideration of the service provider’s objection.
