Notice of Intent to Award a Contract
Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to ESRI Canada (the “Service Provider”) for the following:
Background
The City is an established used of ArcGIS technology and is currently using ESRI’s ArcGIS enterprise platform (cloud and on-premise environment) to provide Geographic Information Services to staff and residents. The City has implemented an enterprise geodatabase as the System of Record and developed several web mapping applications for the City staff and the public. The City acquired an ESRI Enterprise Agreement (“EA”) in 2018 and, plans to expand the use of ArcGIS technology to meet several key requirements, including the implementation of mobile applications to support operational workflows, migrating of users from legacy applications to the newest technology, improving decision making by using dashboards, web mapping, and spatial analysis.
Rationale for Contemplating a Direct Award
The City is contemplating a direct award with the Service Provider for the following reasons:
The value of the contract is expected not to exceed $485,922.00 CAD plus applicable taxes.

Any Respondents that still wish to object to this decision they should email their objection to the attention of Sailesh Kapadia, Buyer III, Procurement Services at https://abbotsford.bidsandtenders.ca by November 14, 2023, no later than 2:00 p.m. local time.
Submissions by other methods will not be accepted.
Respondents objecting must outline specific reasons for their objection in their email as well as demonstrate their ability to perform the contemplated work and/or services and show availability and resources. The Respondent’s ability to provide goods and services of the same or better quality and price and within the required period will be the key criteria used in the consideration of any Respondent’s objections.

- To ensure continuity of Enterprise GIS Software License Agreement and avoid any business operational disruptions. The City has researched that ESRI Canada is able to meet the requirements for the following reasons:
- Agreement that offers comprehensive capabilities and innovative features that align with our organizational needs;
- The ability to seamlessly integrate geospatial data, analyze complex spatial relationships, and visualize insights through intuitive maps and applications is essential for the City to maintain a competitive edge in our industry.
- Software License that encompasses the full range of GIS software suite, including but not limited to on-premises and Cloud environments, client software, additional extensions, and modules that are pertinent to the City’s specific operational demands.
- Technical resources, support and training available that supports the utilization of the investment in the platform.
