    Notice of Request for Proposals
    WILDFIRE RISK REDUCTION TACTICAL PLANNING AND FUEL MANAGEMENT PRESCRIPTIONS DEVELOPMENT FOR BLOWDOWN AREAS WITHIN THE SOUTH PEACE

    The Ministry of Forests invites proposals to develop a 1) Tactical Fuel Management Plan; and 2) Site-level Fuel Management Prescriptions to address wildfire risk within the South Peace. Using a two-phased approach, the successful proponent will:
     
    1. identify the extent and assess wildfire threat of forest blowdown Crown Land areas surrounding the communities of Red Creek, Coffee Creak, Doig River, Blueberry River, Halfway River, and Prespatou;
    2. engage with local communities and stakeholders (First Nations communities, forestry licensees, area-based tenure holders, municipal and regional governments) to determine interest in planning and implementing wildfire risk reduction treatments on overlapping or adjacent affected areas;
    3. identify and prioritize operational fuel management units following the Ministry's Standard for Developing Tactical Plans for Wildfire Risk Reduction and submitting the resulting Tactical Plan by calendar year-end, and
    4. develop and submit site-level fuel management prescriptions for affected Crown Land areas following the Ministry's Fuel Management Prescription Guidance and template, by fiscal year-end.
     
    This is an 8-month project with interim reports submitted following various milestones, and final deliverables anticipated to be submitted by March 10, 2023.

    The proposals will be evaluated for the selection of a consultant (or consultants) with the intent to enter into a contract to provide the services described in the attached Consulting and General Services Contract.

    Respondents to this RFP and their employees are expected to have the necessary experience, resources and capacity to undertake such a project.

    All submissions become the property of the Ministry and will not be returned.

    The Ministry will only accept electronic submissions of each proposal, in accordance with the instructions contained herein, on or before the following date and time (the "Closing Time"):

    The calendar and clock showing at the Ministry's closing location, whether accurate or not, shall govern the delivery. The submission is deemed delivered to and received by the Ministry if the transmission is completed in whole on or before the closing date and time. The Ministry is not responsible for systems or other problems that may affect submission. The Ministry reserves the right to extend the Closing Time at its sole discretion.

    The Ministry may post any addendum to this notice on the BC Bid website. Respondents are solely responsible to continually monitor BC Bid on an ongoing basis to keep themselves informed of any amendments or addenda. If a supplier is subscribed to e-Bidding, or has clicked the Start Submission button, the contact will receive notification that an amendment has been issued. Refer to BC Bid’s Supplier Guide for more information.

    Submission of a response does not guarantee inclusion on a resulting select list of prequalified contractors. The Ministry reserves the right to limit the number of prequalified contractors invited to compete on a subsequent contract.

    A Contract will not necessarily result from this RFP.
