Description
The Gender Equity Office in the Ministry of Finance is seeking a contractor to co-design and lead public engagement with First Nations, Inuit, and urban and rural Indigenous people across B.C. in the Spring of 2023 that will inform a provincial action plan to prevent, address and respond to gender-based violence (GBV). The development of a provincial gender-based violence action plan is a key commitment in the Parliamentary Secretary for Gender Equity’s mandate letter. Additionally, consultation and cooperation with Indigenous peoples on the development of the GBV action plan is a commitment of the Declaration on the Rights of Indigenous Peoples Act (the “Declaration Act”) (Action 3.8). The Spring 2023 engagement will build on and be informed by the Province’s Spring 2022 roundtable sessions with advocates, service providers, and the anti-violence sector on B.C.’s approach to developing a GBV Action Plan, as well as one-on-one meetings held by the Parliamentary Secretary for Gender Equity with key partners such as the First Nations Leadership Council in Summer and Fall 2022.
The Spring 2023 engagement will also build on and honour commitments to date with respect to missing and murdered Indigenous women, girls and 2SLGTBQ+ people including A Path Forward: Priorities and Early Strategies for BC, Reclaiming Power and Place: The Final Report of the final National Inquiry into Missing and Murdered Indigenous Women and Girls and the 231 Calls for Justice within that report and other relevant work (e.g., Red Women Rising and The Road to Safety) given that Indigenous women, girls and 2SLGBTQQIA+ people are disproportionately targeted with violence.

(1) Action 3.8 of B.C.’s Declaration on the Rights of Indigenous Peoples Act (Declaration Act) Action Plan states the Gender Equity Office, the Ministry of Public Safety and Solicitor General, and the Ministry of Attorney General are responsible for consulting and cooperating with Indigenous peoples to “develop and implement community-driven activities to end violence against Indigenous women, girls and 2SLGBTQQIA+ people, beginning with the foundational activities in A Path Forward: Priorities and Early Strategies for B.C. and steps towards achieving the mandate commitment to develop a gender-based violence action plan”.
