Notice to Vendors Regarding RFP (“Notice”)
The Ministry of Housing (the “Ministry”) seeks proposals to deliver upon a two-month contract that requires the development and application of two methodologies to: 1) estimate current and future community housing needs across the housing continuum; and 2) set municipal housing targets with consideration to the local and regional-specific factors that affect new housing development. The contract is anticipated to commence on or about April 1, 2023.
The contract contains an 'option to extend' clause whereby the Ministry reserves the right to but is under no obligation to extend the contract for a further period of up to two months, subject to funding, operational needs, and satisfactory performance of the contractor. The extension is intended to accommodate any request by the Province for additional services as detailed in the RFP. Notwithstanding the foregoing, any extension of the contract shall be at the Province's sole discretion.
The proponents will need to demonstrate capability and experience, as will be further described in the RFP, in: land use planning and/or social planning in both urban and rural contexts - especially as it relates to housing, land use planning from the perspective of the residential development sector and local governments, economic analysis, scenario modeling, social statistics, demographic and population modeling.
This RFP is covered by the following trade agreements:
New West Partnership Trade Agreement (article 14); and
Canadian Free Trade Agreement (chapter 5).
THE REQUEST FOR PROPOSALS (RFP) SOLICITATION WILL NOT BE PUBLISHED PUBLICLY.
The information in the RFP is of a confidential or privileged nature. Opportunities to submit a proposal to this RFP are available to all inquiring suppliers but a Confidentiality Agreement will be required before the RFP and its appendices will be provided. Email a completed and signed Confidentiality Agreement, in the form attached as Exhibit 1 to this Notice, to JAGProcurementSupport@gov.bc.ca for access to the RFP and its appendices. Please note that the RFP will be available on March 9, 2023 to be accessed by those suppliers that have executed and returned a Confidentiality Agreement before the closing date and time noted below. Further access instructions will be provided by the Province upon receipt of an executed Confidentiality Agreement.
The closing date and time for submission of proposals will be March 26, 2023 at 4:00 PM. Proposals must be submitted in accordance with the provisions set out in the RFP.
The RFP will contain the following mandatory requirements:
The proposal must be in English.
The proposal must be received at JAGProcurementSupport@gov.bc.ca (Attn: Elliot Hamilton-Boucher) before March 26, 2023 at 4:00PM.
The proposal must comply with the proposal delivery submission method requirements set out in the RFP.
The proposal must include an Appendix C Submission Declaration Form prepared and signed by an authorized representative of the Proponent.
The RFP Appendix B: Proposal Response Form or a form substantially similar to the Appendix B: Proposal Response Form must be prepared and completed to the extent applicable; and must be submitted as the Proponent’s proposal.
The flat rate proposed must not exceed $200,000.
Following the evaluation of rated criteria, the highest scoring proponent that meets any mandatory criteria, minimum scores, if any, and passes any due diligence process, will be required to enter into a GSA contract with the Province on substantially the same terms and conditions of the following https://www2.gov.bc.ca/gov/content/bc-procurement-resources/buy-for-government/solicitation-processes-and-templates
Refer to the “overview” tab within BC Bid. Suppliers should send questions related to this Notice to the Official Contact, Candice Gartner, Candice.Gartner@gov.bc.ca before March 16, 2023 at 4:00PM for questions related to this Notice. Questions received after the deadline may not be answered.
In the event of any conflict between this Notice and the RFP or its appendices, the RFP or its appendices prevail to the extent of any conflict.
