Fraser Health (FH) intends to engage Metro Testing and Engineering Ltd. for Medical Gas systems inspection and certification services for the Royal Columbian Hospital Redevelopment Project (RCHRP). The specific phase is Phase 2.
The maximum value of this contract will be $95,750.00 - plus tax. FH has chosen not to complete a Request for Proposal (RFP) process but negotiate the contemplated contract for the following reasons:
- Metro Testing and Engineering Ltd. has been providing services related to the testing to FH as a vendor.
- Medical Gas piping systems inspection is very specialized service; there are only six accredited certification bodies to SCC as required by CSA Z7396.1 in Canada. Bureau Veritas is the only one in British Columbia. Bureau Veritas is undergoing a business restructuring process to transfer the medical gas piping system inspection and certification service to Metro Testing and Engineering Ltd. The inspector from Bureau Veritas is transferred to Metro Testing and Engineering as part of agreement.
- Metro Testing and Engineering has submitted their application to SCC to be accredited. The transition is expected to be complete in the spring 2023. During the transition period, the certification will be provided under Bureau Veritas’s qualification.
- The inspector has knowledge of the facilities and maintaining a seniority level of expertise;
- The same inspector has been providing the similar services since RCHRP Phase 1 design and construction.
- Metro Testing and Engineering is in the process to increase the resource to support the high demand of the attendance to the Project.

Provide proof showing your experience related to the requirements defined in this Notice of Intent. Only challenges from qualified Consulting firms will be reviewed.
