    Description
    The Homelessness and Supportive Housing Policy Branch (HSHPB) within the Ministry of Housing is seeking assistance from an external consultant to develop a Performance Measurement and Evaluation Framework (“PM&E Framework”) for the new Belonging in BC Homelessness Plan BelongingStrategy.pdf (gov.bc.ca) (the Plan).
    The overall PM&E Framework will include:
    1. An Evaluation plan, and
    2. A Measurement plan.
    The consultant will also conduct the initial evaluation and complete an evaluation report.
    This work is expected to:  
    • Develop an evaluation plan and complete an initial evaluation of the progress of government and non-profit partners on policy coordination, collaboration, and alignment of efforts, using a formative evaluation approach. Alignment and better collaboration are a key component of the Plan, which is intended reduce overlap between services, service gaps, unintended conflicts, and friction in the system. The evaluation is intended to:
      • Provide insights on the challenges, gaps, and successes of the partners’ work towards alignment, and lessons learnt that can be leveraged for continuous improvement purposes, and
      • Provide advice on what further changes are needed to go beyond alignment and to transform systems to achieve the goals of the Plan.
    • Develop a measurement plan on how to measure progress against the short and long-term outcomes of the Homelessness Plan and its stated goals, including advice on what further data needs to be collected and on how best to collect it. 
    Note that new programs that fall under the Homelessness Plan umbrella have their own PM&E plans to assess progress against the stated goals of their respective programs. The broader PM&E framework for the Homelessness Plan may draw upon these program evaluations and program level measures to a limited extent, but those measurement strategies will be more program-specific than the measures for the Homelessness Plan. The Consultant will need to consider these programs as part of the evaluation component of the PM&E framework, as well as drawing connections between program level outcomes and the higher-level outcomes being measured for the Homelessness Plan. The programs are as follows:
    • Complex Care Housing (led by the Ministry of Mental Health and Addictions, Health Authorities)
    • Integrated Support Framework Health Supports (led by the Ministry of Health, Health Authorities)
    • Supportive Housing (led by BC Housing)
    • Permanent Housing Plan (led by the Ministry of Housing, BC Housing)
    • The Supported Rent Supplement Program (led by the Ministry of Housing, BC Housing)
    • HEART and HEARTH (led by the Ministry of Housing, BC Housing)
    • Youth Transitions (led by the Ministry of Children and Family Development)
    • Community Integration Specialists (led by the Ministry of Social Development and Poverty Reduction)
    To complete this work, the consultant will be required to engage with the partner ministries, BC Housing and other partners and stakeholders as needed.

    The PM&E Framework will draw from numerous data sources and methodologies. Depending on the identifiability of data, contractors may need to adhere to government training requirements and practices related to identifiable personal information.

    The PM&E framework must be completed by October 2023. The first cycle of the evaluation component should be completed by December 2023.
