(REXT-003) TARGETED KNOWLEDGE TRANSFER AND DEVELOPMENT OF PRODUCER-EXPERIENCE CASE STUDIES IN SILVOPASTURE IN THE THOMPSON–NORTH OKANAGAN

Notice is hereby given that the Province of British Columbia, as represented by the Ministry of Agriculture and Food (through the program administered by VGN Resources Group, Inc.) is contemplating making a direct award of a contract to BCCA Program Delivery Inc. (BCCA) (the “Supplier”).
The high-level details of the contemplated contract are generally described below.The objective of this project is twofold: i) to develop a minimum of three factsheets outlining producer experience in leading, implementing, and maintaining silvopasture applications; and, ii) to run two field days in multiple regions of the southern Interior complementing the in-person/web learning being developed in a concurrent project ‘Modular Silvopasture Training Workshop Development – phase 2.’
The term of the contract is expected to be June 1, 2023 to March 31, 2024.
The aggregate value of the contract is expected not to exceed, exclusive of applicable taxes $36,450.00
The project activities will be implemented in three regions across the Southern Interior of British Columbia (B.C.), including sites established in relation with the BC Cattlemen’s Association (BCCA) Farmland Riparian Interface Stewardship program. The project activities are designed to be industry led, reflecting, and building on the producer/industry-led applications of silvopasture within the regions involved. Given the producer experience in implementation, extension (development of written and peer to peer extension) and industry involvement to date, communication, participation, and investment in the process and outcomes need to continue to be shaped by the beef industry.
The BCCA is the provincial-level body representing beef producers and regional beef livestock associations across B.C. The Association has represented the interests of beef cattle producers in B.C. since 1929, working with both Provincial and Federal governments, associations, communities, and organizations. As the entity representing beef producers and regional beef livestock associations, the BCCA, whose membership manages ~82% of B.C.’s cattle herd, is uniquely qualified to coordinate the project, and work with agency project partners, First Nations, communities, and organizations, while engaging B.C.’s ranchers in peer-to-peer extension initiatives.
The mission of the BCCA is ‘to maintain a healthy cattle industry that provides quality beef products to consumers and is guided by strong volunteer membership, environmental stewardship, respect for stakeholders and excellent business practices’. Its purpose is to ‘promote, encourage and develop the cattle industry in BC in an environmentally responsible manner’. They represent cattle producers in matters impacting their agri-businesses and work collaboratively with Federal, Provincial, and local governments, First Nations, associations, societies, and organizations on matters pertaining to the beef industry.
The BCCA has a direct fit to the mandate of this initiative as the association purpose is to promote, encourage and develop the cattle industry in B.C. in an environmentally responsible manner. The mission of the BCCA directly states environmental stewardship (www.cattlemen.bc.ca) and silvopasture practices can contribute to climate mitigation and environmentally sustainable ranching and livestock production practices.
The BCCA is the only entity positioned to build on the existing producer and industry (BCCA) led projects, leveraging the activities, and developing peer-to-peer extension materials and events which highlight silvopasture and encourage adoption of beneficial management practices. They are the only service provider which can carry out the contract given the provincial-level scope, beef industry representation, and silvopasture experience required.
The activities proposed are directly linked to Sustainable Canadian Agricultural Partnership (SCAP) mandates of climate mitigation, adaptation, and environmental sustainability on farms and ranches in B.C.
The high-level details of the contemplated contract are generally described below.
There is an increasing interest in development of integrated Beneficial Management Practices (BMP) such as silvopasture which can provide forage resources, climate change mitigation and adaptation functions, environmental stewardship, and socio-economic sustainability. This project complements existing silvopasture technology transfer materials and will form part of a series of stand-alone industry-led materials which will also plug into development of a modular silvopasture training workshop (collaborative agency-industry project). Recommendations specific to development of cases studies, field tours, and other communication products were provided via the “2022-2026 Silvopasture Knowledge Transfer Plan” and modules created to outline the content, approach, and best practices for delivering silvopasture extension which were developed with input from both producers and producer associations.
