Housing/Commercial Development Leveraging District-Owned Land

The District of Sicamous (District) is aware of the need for additional housing to serve the community and surrounding area. The District recognizes that housing is central to achieving positive outcomes in the lives of families and individuals and is committed to pursuing a cost-efficient mix of programming to help meet the housing needs of permanent residents, seasonal workers and families. The District is aware that based on the 2021 Housing Needs Assessment, Sicamous requires at least 260 more units to accommodate projected growth to 2026.

In order to partially address and alleviate the shortfall the District is preparing to make available a development site specifically for the purpose of the construction of a mixed-use building, with commercial on the bottom floor and residential above, and family townhomes. The purpose of this Expression of Interest (hereinafter referred to as the “EOI”) is to solicit Proposals from qualified housing developers and builders interested in leveraging the properties identified in Exhibit A and developing and managing a new mixed-use rental housing/commercial project. The District is seeking a Proponent capable of developing and managing high-quality attainable/mixed income housing and should provide evidence of successful experience in the development and managing of mixed-income housing projects.

This document is a guide for Proponents to prepare a Proposal that demonstrates experience, skill, and business preparedness to illustrate to the District of Sicamous the Proponent’s understanding of the integration of operating philosophy, management and building design.

The outcome of this process will be the selection of one or more Proponents with whom a Contract may or may not be negotiated for this Project.
