The Village of Burns Lake (the Village) is seeking to obtain Proposals to remove the sludge from three of their Lagoons at its wastewater treatment facility and to de-water the removed sludge for future disposal.
This request for proposal document assumes that desludging of the lagoons will be undertaken using geotextile tubes. The Village will however consider proposals using alternate technologies or methods to geotextile tubes. In general terms, the work will consist of the following:
The submission shall be delivered by email on or before 2:00 PM local time, Tuesday, July 18th, 2023, to the Village of Burns Lake. Emails should be sent to Dale Ross, Director of Public Works dross@burnslake.ca with the subject line “Village of Burns Lake Lagoon Sludge Removal Proposal-__ of__”. Proponents are responsible for ensuring that emails are received and are encouraged to send multiple emails if attachments are greater than 20MB in size.

The Village of Burns Lake (the Village) is seeking to obtain Proposals to remove the sludge from three of their Lagoons at its wastewater treatment facility and to de-water the removed sludge for future disposal.
This request for proposal document assumes that desludging of the lagoons will be undertaken using geotextile tubes. The Village will however consider proposals using alternate technologies or methods to geotextile tubes. In general terms, the work will consist of the following:
- Mobilization to site and demobilization following desludging operations.
- Supply and install all dredging equipment and piping as required to desludge the municipal wastewater lagoons and to convey the material to the designated geotextile tube laydown area.
- Supply and installation of geotextile tubes or other dewatering technology to dewater sludge removed from the Lagoons. An additional 20% geotextile tube capacity is required if this dewatering technology is proposed.
- Removal of approximately 200 BDT of sludge (containing approximately <20% solids) from Lagoon No. 1.
- Removal of approximately 450 BDT of sludge (containing approximately <20% solids) from Lagoon No. 2.
- Removal of approximately 150 BDT of sludge (containing approximately <20% solids) from Lagoon No. 5.
- Identification of space requirements for dewatered sludge storage (if geotextile tubes are not proposed).
- Supply of all chemical conditioning (polymer) materials, mixing and dosing systems necessary to complete the works.
- Review adequacy of proposed laydown area
