The purpose of this request for pre-qualification (“RFPQ”) is to invite interested parties (the “Respondent”) to submit Responses indicating their interests in, and qualifications for, becoming pre-qualified to participate in future procurement processes for architectural services for capital projects carried out by the Board of Education of School District 38 (Richmond) (the “District”).
The District’s objective is to develop and maintain a list of a maximum of five (5) firms that are pre-qualified for architectural services (the “Pre-Qualification List”) for a period of three (3) years. Architects may be added to or removed from the Pre-Qualification List at any time, in the discretion of the District, regardless of whether it has participated in this RFPQ.
Information is only being requested at this time to identify qualified architectural firms and therefore, pricing for any project is not required and not requested at this time. Future requests for fee proposal documents will provide additional information about specific projects and associated agreements.
The capital projects are anticipated to have values between $250,000 and $50,000,000 (CAD). Currently, the District has 21 seismic mitigation projects remaining that require varying degrees of remediation, ranging from base structural retrofits to complete reconstruction or replacement of the building. In addition, there are a number of major facility expansions and renovations identified in the District Capital Plan.
Work includes primarily seismic upgrading existing school buildings, including partial/full demolition, renovations, and addition or new construction. Other related works may include upgrading of site utilities, civil services, site developments such as parking and landscaping, building envelope, and any of the architectural, mechanical and electrical systems in a building that are impacted by the seismic mitigation or beyond the useful serviceable life. Many of these buildings are old and may involve abatement of hazardous building materials and/or environmental contamination.
Architectural services (the “Services”) will include, but not be limited to, the following:

- Development of Concept Plan Reports and Project Definition Reports, using templates provided by the Ministry of Education, which explore and cost-out various concepts and options and form the business case for the recommended option;
- Provision of Design Phase Services (Schematic Design, Design Development, Construction Documents);
- Preparation of Tender Documents and assisting the Construction Manager in obtaining tenders from Trade Contractors;
- Construction Phase Services; and
- Post-Construction Services.
Contract duration
The estimated contract period will be 36 month(s).
