Notice is hereby given that Capital Regional District (the “CRD”), intends to directly award a Contract to the following supplier to provide management consulting services relating to further phases of an Information Technology and Geographic Information Systems evaluation for a term of two years at an estimated maximum value of $250,000.00.

CRD has chosen not to proceed with a competitive process for the following reason:
- The vendor has successfully completed an IT Service Delivery Review in 2021. Throughout the process, the vendor has gained extensive internal and advanced knowledge of CRD’s internal clients, business areas, systems, governance, and challenges through the Review.
- The vendor has demonstrated exceptional expertise and an in-depth understanding of the project's complexities during the initial phase. The vendor possesses valuable insights into the project's technical and business areas, workflows, and requirements. The follow-on contract will capitalize on their existing knowledge to ensure a seamless continuation of work.
- The vendors' work combined with the project's scope and requirements have remained consistent for executing the follow-on work. Their existing knowledge of the project's goals, milestones, and objectives ensures that the follow on work will align seamlessly with the original vision, preventing any delays in the execution of the priorities and recommendations.
- The planning work in scope is follow-on work related to the initial scope of the Service Review and includes the implementation of recommendations made by the vendor.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Chris Hauff, by e-mail to chauff@crd.bc.ca before 2:00 pm Pacific Time, September 24, 2023. The CRD will review all issues received by this date and provide due consideration to each objection.
