Description
Fraser Health Authority (FH) intends to extend the contract with Read Jones Christoffersen Ltd. (RJC) for structural consulting service for Royal Columbian Hospital OFC FY2023-24 upgrade. The implementation scope will be focused on the mechanical rooms which were assessed by RJC in 2022 (RJC Project No: VAN.121721.0004), and also include electrical, boiler and chiller rooms which will be assessed by RJC during an ongoing OFC Assessment project occurring concurrently.
The maximum value of this contract will be $127,000.00 - plus tax. FH has chosen not to complete a Request for Proposal (RFP) process but negotiate the contemplated contract for the following reasons:
• RJC has been providing OFC engineering services for FH since October, 2020
• RJC has been providing OFC engineering services for Lower Mainland Health Organizations since October 2018.
• RJC brings more than 17 years of experience completing field assessments of seismic risk associated with building operational and functional components in accordance with CSA S832: Seismic risk reduction of OFCs of buildings.
• RJC has established working relationships with the Seismic Program members from Lower Mainland Health Organizations since August 2018.
• RJC has knowledge of FH owned and operated acute care hospital sites and existing infrastructure through a variety of capital projects such as new hospitals, additions and renovation.
• The proposed scope of work within the boiler, chiller, electrical and generator rooms will be supplementing a previous risk assessment completed for mechanical rooms at all FH acute care hospital sites. The previous assessment was completed by RJC between November 2021 and June 2022.
• RJC is registered and compliant with all applicable WorkSafe BC regulations.
• RJC has Commercial General Liability insurance coverage in an amount not less than $5,000,000.00 inclusive per occurrence against bodily injury, personal injury and property damage.
• RJC has Professional Errors and Omissions Liability insurance coverage in an amount not less than $1,000,000.00 inclusive per occurrence.
