    The purpose of this RFP is to invite Proponents to prepare and submit competitive Proposals to provide BC Housing with the Architectural Services (the “Deliverables”) for a 6-storey wood frame supportive housing building with 52 units located at 68 Sixth St, New Westminster, BC.  Through this RFP process, BC Housing is seeking to enter into a contract (the “Contract”) with an experienced, qualified supplier (the “Supplier”) to provide the Deliverables.

    Proposals received after the Submission Time will not be considered.  The actual time of Proposal submission will be determined with reference to the electronic clock used by BC Bid for that purpose.  Proponents are encouraged to submit their Proposals well in advance of the Submission Time to minimize the risk of their Proposal being late.

    Brief Description of Work:

    The following are some of the key elements of the Deliverables:
        1. Prime Consultant and architectural services including sub-consultants’ services to design a 6-storey wood frame supportive housing building with 52 units: and
        2. to take the project starting from just after Development Permit application through Building Permit submission and Construction Administration to completion, including occupancy and warranty.
        3. Ensure the occupancy permit deadline of December 2024 will be achieved.  This is crucial to meet CMHC funding requirements.
        4. The details of the requirement are in APPENDIX 8 - Schedule A to RAIC Doc 6 2018 - RFP 1070-2324-129, where all the architectural required services are listed.
    Any description or overview of the Deliverables and the draft Contract in this RFP is provided for convenience only and does not replace, supersede, supplement or alter the Contract. If there are any inconsistencies between the terms of the Contract and the description or overview of those terms set out in this RFP, the terms of the Contract will prevail.  Proponents should carefully review the draft Contract including its attachments for the full scope of the Deliverables.  A draft version of the Contract is attached as Appendix 8 (Draft Contract).

    Submission:
    Proposals in response to this RFP must be submitted electronically and received by BC Bid pursuant to BC Bid’s online bid submission system (the “Submission Location”).
    Proposals delivered electronically should:
        1. have the Proponent’s name clearly identifiable, and should include the RFP’s title (as set out on the cover page) in the subject line; and
        2. include one electronic copy of the Proposal in its entirety, including all supplementary cover letters, appendices, etc., in PDF (portable document format).
    Submitting a proposal against the incorrect solicitation may be grounds for disqualification at BC Housing’s sole discretion.
