    Description
    The Town of Comox is seeking a qualified proponent or firm to develop the Town of Comox Parks and Trails Master Plan. The Master Plan is intended to provide the Town of Comox Council, staff, and stakeholders, with a comprehensive long-term direction regarding the provision of parks services to Town residents and visitors.  This RFP describes the supply of services sought and sets out the Town’s RFP process, evaluation, selection process, and proposal requirements. The Parks and Trails Master Plan shall include direction on strategic priorities and actions that will define the future direction of policy, priorities, and actions for the Town over the next 10 years.

    The Parks and Trails Master Plan will identify and assess current parks and trails, establish a clear vision, goals, objectives, and recommendations for the Town’s parks and trails system, and propose a future parks and trails network. The Master Plan will provide an implementation plan with roles/responsibilities, priorities, high-level cost estimates, and funding strategy for building out the network, acquiring new parkland, and maintaining and enhancing existing parkland.

    The Parks and Trails Master Plan will determine the following Level of Service Standards:
    • Identify and establish desired minimum park area to resident ratios;
    • Maximizes the proportion of residents within a 5-minute walk (400metres of real travel distance) to a park or other open space;
    • Define a parks and trails classification system;
    • Ensure parkland and amenities are distributed ethically.

    The planning process will involve stakeholder and community engagement to help identify and confirm community values, share the benefits of parks and trails, and gather input on priorities.
