Fraser Health (FH) intends to extend the contract with Keystone Environmental Ltd. for environmental consultant services for the New Surrey Hospital & BC Cancer Centre (NSHBCCC) Project. The specific phases are; Phase 4 – Design & Construction.
The maximum value of this contract will be in the range of $120,000.00 – plus tax. FH has chosen not to complete a Request for Proposal (RFP) process but negotiate the contemplated contract for the following reasons:
Provide proof showing your experience related to the requirements defined in this Notice of Intent. Only challenges from qualified Consulting firms will be reviewed.

Fraser Health (FH) intends to extend the contract with Keystone Environmental Ltd. for environmental consultant services for the New Surrey Hospital & BC Cancer Centre (NSHBCCC) Project. The specific phases are; Phase 4 – Design & Construction.
The maximum value of this contract will be in the range of $120,000.00 – plus tax. FH has chosen not to complete a Request for Proposal (RFP) process but negotiate the contemplated contract for the following reasons:
- Keystone Environmental has been providing environmental consulting services for the project since April 2021.
- Keystone Environmental has established working relationships with the NSHBCCC project team and broad stakeholders including relevant AHJs (e.g. City of Surrey, Ministry of Forests, Department of Fisheries and Oceans, etc.).
- Keystone Environmental has knowledge of NSHBCCC environmental plans and objectives having developed the Sensitive Ecosystem Development Permit and WSA Change Approval reports. Part of this contract extension will be to amend the SEDP.
- Keystone Environmental has already completed a preceding scope of work with significant relevance to ongoing activities. This includes the Short Term Use of Water permit application which is currently in progress.
- Keystone Environmental maintains a seniority level: Expert, as required by the project.
- Keystone Environmental’s resources include Qualified Environmental Professionals.
