The purpose of this Request for Proposals (“RFP”) is to invite prospective proponents with a successful track record of providing Construction Management services to submit proposals to Simon Fraser University (“SFU” or the “University”) for the provision of Construction Management services for the SFU Burnaby Campus Student Residences Development (the “Project”), as further described in this RFP.
The Burnaby Mountain Campus currently has seven residence halls and nine townhouse complexes built between 1965 and 2005 with a capacity of 1,554 beds. In 2013 SFU initiated formal long-range planning for renewal. A Residence and Housing Master Plan 2015 – 2035 (RHMP), was developed as an intentional plan for the future of student housing at the Burnaby campus. The RHMP proposes five phases of development to expand residence capacity at the Burnaby campus from 1,554 beds to 3,250 beds by 2028. The Phase 2 Residence project was completed in the Winter Term 2023.
Phase 3 - Implementation of Phase 3 of SFU’s residence development was approved to proceed in late 2019, and a Prime Consultant engaged in February 2020. The 18,159 ms Phase 3 Residence consists of a 9-storey Mass Timber tower with 439 beds for upper-year students, clustered in units with shared kitchens.
The Phase 3 Building Permit application uses Burnaby’s Enhanced Building Permit Drawings and Third Party Review, and subject to BP and Board of Governors (or “BOG”) approval, construction is to start in Summer 2024 with occupancy in 2026. Included in Phase 3 of the residence development is the construction of the Phase 3 Residence Precinct Infrastructure Work which includes expanding external utilities for water service, sanitary, storm, District Energy System (DES) and Hydro/Telephone.
The selected proponent will need to coordinate with the future Childcare Expansion project team.
The successful Proponent will serve in the capacity of Construction Manager at Risk on behalf of SFU to, briefly stated:
1. provide preconstruction advice on constructability, construction cost and schedule, and
2. provide Design Assist services specific to Cross Laminated Timber and Exterior Pre-fabricated Wall Panels
3. tender the Project scope;
and when tendering is substantially completed, if so elected by the University, deliver the Project in the form of a Stipulated Price Construction Contract.
