    Electrical Engineering Consultant Services
    for the VGH Campus Power Study Project

    Vancouver Coastal Health (VCH) intends to award the contract to WSP Canada Inc. for Prime/Electrical Engineering Consultant Services for the VGH Campus Power Study Project, Project Number F120-00.
    The maximum value of this contract award (including sub consultants fees) will be $282,095.00, excluding taxes. VCH have chosen not to complete a Request for Proposal process for the following reasons:

    ·   WSP Canada Inc. is prequalified with VCH to provide professional electrical engineering services to acute care sites, and was hired by VCH in October 2023 for electrical engineering consultant services to review current electrical demand on campus and internal load transfer impacts, investigate risk factors, coordinate with utility (BC Hydro), propose potential strategies to alleviate urgent pressure, and to provide master electrical single line diagram to 600V distribution level for the Vancouver General Hospital (VGH) Campus buildings. The findings of the above study suggested a timely thorough review of the major systems serving VGH campus is required.

    ·   The project needs continued master single line diagram development with attention to detail for all buildings listed above that are under VGH FMO’s maintenance within the campus to include all 208Y/120V panelboards and direct connection loads at the equivalent voltage level.

    ·   The project needs comprehensive investigation of essential and non-essential power distribution to major electrical and mechanical loads throughout VGH campus, including but not limited to electrical life safety systems, mechanical plant equipment, medical imaging and processing equipment, as well as on-site verifications. The project needs an engagement and close coordination with a mechanical engineering sub-consultant with good knowledge of VGH Campus.

    ·   WSP Canada Inc. has a good understanding of the electrical demand history at VGH campus, current site conditions, and Facilities Maintenance & Operations (FMO) challenges/needs as per the successfully completed VGH OR Phase 1 project and the ongoing VGH OR Phase 2 Renewal as well as its enabling projects including the VGH Stand-By Power Plant (generator plant) Expansion.
     
    ·   WSP Canada Inc. is registered and complies with all applicable WorkSafe BC regulations.

    ·   WSP Canada Inc. will have the required Professional Liability insurance coverage for the project.

    ·   WSP Canada Inc. will have the required Commercial General Liability insurance coverage in an amount not less than $2,000,000.00 inclusive per occurrence against bodily injury, personal injury and property damage.

    ·   WSP Canada Inc. will have Automobile Liability insurance coverage on all vehicles owned, operated or licensed in an amount not less than $ 2,000,000.00.
