Providence Health Care intends to negotiate an extended contract scope (014RFP20EZ) with Smart Design Group Ltd. for our Retail Food Service for the New St. Paul’s Hospital Project.
The maximum value of this contract extension will be $450,000 plus tax. Providence Health Care (PHC) has chosen not to complete a Request for Proposal (RFP) process but extend the original contract’s scope for the following reasons:

Providence Health Care intends to negotiate an extended contract scope (014RFP20EZ) with Smart Design Group Ltd. for our Retail Food Service for the New St. Paul’s Hospital Project.
The maximum value of this contract extension will be $450,000 plus tax. Providence Health Care (PHC) has chosen not to complete a Request for Proposal (RFP) process but extend the original contract’s scope for the following reasons:
- Smart Design Group is the pre-existing consultant engaged for Compliance Patient Food Services and Equipment.
- Smart Design has worked with the stakeholder group for 3 years confirming workflows, workplans and equipment requirements for the Central Production Kitchen to supply patient food services for VGH and the distributed, in-house food service areas.
- In 2022, Bill 47 was approved welcoming healthcare service workers, one of which being retail food service providers, back into the public system as employees as an alternative to out-sourcing.
- The Retail Food Service will now be operated by PHC and PHC employees, making appropriate integration with Patient Food Services and Equipment planning and operations essential.
- Project knowledge and experience with the present design and internal PHC stakeholders will significantly minimize schedule disruption stemming from orienting a new consultant and assist workflow integration.
- Pre-existing knowledge of the present infrastructure design and considerations made to assist the future fit-out of these retail food service spaces.
- Pre-existing knowledge of the present interior design concepts to incorporate this vision into the retail food service spaces.
- Builds on existing relationship with the Design Build contractor and its consultants as well as PHC consultants.
- Smart Design Group has demonstrated local expertise and experience with the operational model, process and its role as prime consultant.
- The approach mitigates the schedule risk for the Retail design and construction oversight work that needs to be integrated into the existing Design Build contract scope and completed prior to first patient.
- Continuity of existing process that has been approved by PHC project governance.
