    Description
     Open School BC ("OSBC") creates courses and other instructional resources for public organizations. OSBC's work is project-driven and depending on the situation, it may need one or more contracted resources to support a project’s needs. For more information, read the OSBC backgrounder.  
    OSBC is interested in establishing Standing Arrangements for a variety of learning design and support services to draw from upon request, on an as-needed-basis as project work arises. The areas of learning design and support services OSBC is seeking are in the following Service Areas:
    1. Service Area 1: Instructional/Learning Experience Design
      Develop and/or review Instructional Design Plans (or equivalent documentation) through a pedagogical/andragogical lens.
    2. Service Area 2: Learning Resource Research and Evaluation
      Conduct Learning Resource research and/or evaluation including (but not limited to) environmental scans, evaluation strategies, data analysis, and survey creation.
    Respondents may seek to become a Contractor in one or any number of the Service Areas.
    Historically, the Ministry procured these services through a Qualified Supplier's List pursuant to a Request for Qualifications, which this RSA is intending to replace. Qualified Suppliers on that list are not precluded from submitting a Response to this RSA. 
    The Ministry intends to enter into multiple Standing Arrangements in each of the Service Areas with a 3-year term, with the option for the Ministry to extend for 3 additional one-year periods. The term of the Standing Arrangements is anticipated to start spring 2024.
