Notice is hereby given that Providence Health Care Society (“PHC”) on its own behalf intends to directly award a Contract to the following supplier to provide for a BESS (Battery Energy Storage System) at an estimated value of $430,917.00 CAD.

In accordance with applicable trade agreements, PHC, as agent for the Health Authority has chosen not to proceed with a competitive process for the following reason:
- the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
- To ensure compatibility with existing standards and based on product spec, site condition and discussion with other suppliers, Providence Healthcare & BC Hydro team.
- During the design stage of this project, we investigated multiple BESS equipment and found most of these suppliers are from the United States or China. These products are designed to work at 480V, instead of 600V, and is not CSA approved.
The current selected Troes product meets the electrical requirements of this project. Its footprint can fit into the MSJ location. When required, its modular configuration allows for increasing the battery capacity (one more cabinet per current MSJ site space). Thus, our electrical consultant recommends the TO-125 BESS product from Troes.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Anthony Munster by email to projectbids@providencehealth.bc.ca before 2:00pm Pacific Time, June 28, 2024 PHC will review any and all issues received by this date and provide due consideration to each objection.
