Description
The City of Prince Rupert is seeking proposals from qualified proponents in response to this request for proposals for the provision of Services to be carried out within the required schedule set out herein for removal/tie back of logs and establishing a boom within the Woodworth Lake Water Conservancy. Establishing a boom and removing the current logs within the Woodworth Lake channel is critical in protecting the city’s water system infrastructure and the new Dam established in 2022. Woodworth Lake is the starting point and most crucial part of the entire city water system. With the lake height raised roughly 2.5meters, future planning and thought will need to be considered when dealing with the current and future log issues.
The successful proponent will implement the remove, or tie back the current logs strategically in the lake. A new log boom, that is robust enough to take future logs jams within the channel, must be established.
Innovative ways or establishing a method to deal with current and future logs will be considered.
The logs can be removed from the lake entirely, or can be tied back in various locations of the lake. The boom must be placed before the dam and pipe inlet within the channel.
Scope of Services
The services for the Project will comprise the preparation of a set of drawings/sketches and construction services incorporating the need of a new dock, piling and ramp systems to include, without limiting:
(i) An inspection of current situation at the lake and amount of logs within the area.
(ii) Conceptual plan to deal with the current logs, future logs and outlining the proposed location of the new log boom.
(iii) New log boom must be able to handle current and future logs
(iv) Boom and logs tie back must be able to meet or exceed all lake levels and weather conditions (dry periods where lake drops)
(v) Proponent may submit multiple options/proposals (tie back, removal, etc)
(vi) Consultation, if required, with DFO
(vii) Design/Parts/Materials to meet or exceed all safety and marine codes
(viii) Procurement of material and parts based on approved final plan and design
(ix) Construction/implementation of approved plan and design
(x) Complete all works and safety checks on new components
