Description
Through this Request for Proposals, the City of Merritt invites Proposals from experienced electrical contractors, to provide Electrical Construction Management Services and Work (as defined in the CCDC5B Contract) for a project to perform electrical upgrades as part of the Claybanks RV Park reconstruction, following flood damage to the property which occurred in November 2021.
The CCDC5B Construction Management approach is being used initially for this Project, so that the Owner (City of Merritt), the Electrical Construction Manager (successful Respondent to this RFP), and the Engineer (Lawson Engineering Ltd along with their Electrical Engineer Exceed Electrical Engineering) can work together in a collaborative manner, in order to refine the design and specifications for the Project to achieve the best approach considering technical requirements, cost, and schedule.
Electrical contractors that are not familiar with the CCDC5B Construction Management approach may contact the City’s Purchasing Agent via the ‘Submit a Question’ feature in the Bids&Tenders System in order to request further details. Key details of this Project are as follows:
- Owner: The City of Merritt
- Project Name: Electrical Works at the Claybanks RV Park
- Project Estimated Budget: The City’s estimated ‘Total Construction Budget’ for the Project is $500,000 (excluding GST). This estimated ‘Total Construction Budget’ is to cover all of the Construction Manager’s Services and Work on the Project, including; fee for the Pre-construction Services, all ‘Costs of the Work’, contingencies for the work, and the Construction Manager’s Fee for the Work. This estimated Total Construction Budget figure excludes design consulting and engineering fees that are paid to the Project Engineer. The final agreed Stipulated Price for the Work may vary from this estimated budget, depending on scope changes made during the Pre-Construction Services (design) phase.
- Place of the Work: the Claybanks RV Park, 1302 Voght Street, Merritt, BC.
- Project Engineer: the City has engaged Lawson Engineering Ltd as the project engineer to perform all design and engineering for the Project. The Electrical Engineer (sub-consultant) for the project is Exceed Electrical Engineering).
- Timeline:
- Pre-Construction Services (including design option discussions) are expected to occur during September 2023
- Electrical equipment procurement is expected to occur in Fall 2023 so that long lead-time items can be delivered in-time for work to occur in early 2024.
- All Work must be completed (to ‘Ready for Takeover’) no later than March 31, 2024.
- Summary of Project Work: while the exact scope and extent of the Project Work that can be achieved within the estimated budget will be defined by the parties during pre-construction services, the work for the Project is expected to include:
- Supply and installation of teck cables between electrical room, RV lots, buildings & substation, and lighting.
- Supply and installation of 30amp and/or 50amp electrical and water campground pedestals.
- Removal and disposal of existing electrical room equipment.
- Supply and install of new electrical room equipment.
- Supply and installation of electrical substations.
- Removal and disposal of existing streetlights and bases.
- Supply and installation of new streetlights with bases and associated works.
- Additional works or variations to the above works, as defined during Design Development (Pre-Construction Services).
- Construction Management for Services & Construction: the Construction Manager selected as a result of this RFP will provide Electrical Construction Management Services and Work to the Project under the CCDC5B-2010 Form of Contract, as modified by Supplementary Conditions. Once the Construction Manager and Owner have completed discussions on the works that can be achieved within budget and schedule, and once all costs of the work are finalized (completion of Pre-Construction Services), it is the City’s intent to convert the Construction Contract to a CCDC2-2020 Stipulated Sum Contract, using the Stipulated Price Option in CCDC5B.
