Description
The following provides a summary of the Project and Work required. Full details of the Work required is provided in Divisions 1 to 17, plus Exhibits A, B, C, D, E, and F of this RFP.
Introduction:
Through this Request for Proposals (“RFP”), the District of Lake Country (the “District”) invites Proposals from suitability qualified and experienced companies, interested in performing construction of the Irvine Booster Station Project. The Irvine Booster Station Project (the “Project”) is focused on: replacement of ageing infrastructure; improving safety conditions for the District’s water operators; improving fire flows within the distribution system; and addressing risks associated with below-grade vaults containing water infrastructure.
Background:In 2012 the District retained Urban System Ltd. (USL) to complete a review of the Kalamalka Lake Water Distribution System’s ‘Upper Pressure Zone’ (UPZ). The UPZ supplies water to approximately 38 residential and 18 irrigation services through two booster stations, both located in buried chambers and draw from the Irvine Reservoir. In 2020, the District retained AECOM Canada Ltd. to complete detailed design and engineering for the Irvine Booster station to service the UPZ and eliminate the need for the existing Site 1 and Site 2 booster stations. The Project:The District’s intention is to have the new Irvine Booster Station constructed and commissioned outside of irrigation season (between the end of September 2024 and end of April 2025). Construction of the Irvine Booster Station will involve the installation and commissioning of four pumps, which have been pre-purchased by the District, and which will free-issued by the Owner to the Contractor at the Place of the Work. The Project will also include all necessary tie-ins to the District’s distribution system, decommissioning of the existing Site 1 and Site 2 booster pump stations, and disconnection of the existing Site 1 reservoir, all while keeping the existing water system running with as little interruption as possible. The Project is located within a statutory right-of-way across two separate private lots and requires strong communication with both homeowners.Key Project Outcomes are as follows:· Decommissioning of both Site 1 and Site 2 booster pump stations as per the design.· Disconnection of the Site 1 reservoir.· Construction and commissioning of booster station, appurtenances, and required tie-ins.· Note: Termination of control wiring within the PLC and SCADA controls integration shall be completed by the Districts’ system integrator- Centrix Control Solutions, which must be carried as a subcontractor by the Contractor. All other electrical work can be performed by the Contractor or any subcontractor they choose.· Relocation of one private electrical kiosk and one BC Hydro power pole.· Removal of 20 small sour cherry trees. Other Key Items of Note:· Due to long-lead times for pump equipment, the following pumps for the Project have been pre-purchased by the Owner and will be free-issued to the Contractor at the Place of the Work:o A quantity of 2 (two) Xylem e-XC / 4x6x12 Pump & Motor Units (Single Stage Axially Split Pumps) plus associated equipment.o A quantity of 2 (two) Xylem 66SV60GJ8E60 Pump Units (Vertical In-Line Centrifugal Pumps) plus associated equipment.o Shop Drawings of the above pumps is provided in Exhibit F to this RFP.· Access to the Project site is via a private driveway. Traffic on the driveway should be limited, and deliveries should be dropped off at Old Mission Rd whenever possible.· The Contractor will be responsible for maintaining the designated access throughout the duration of the Project. Location: The Place of the Work is the Project Location shown in Exhibit D, located at 15544 Old Mission Road, Lake Country, BC.
Contract Time Requirements:The following are key timelines and milestone dates required for the Work:• The Work may commence anytime after: August 15, 2024, except that loss of Booster Station #1 cannot occur until after August 31, 2024.· Booster Station #2 must remain in operation throughout the entirety of the Work, or until the new booster station is functional.· Works that will involve service interruptions to the District water system may only be completed outside of irrigation season (after September 30, 2024). Other Works that will not affect the reliable supply of water may be permitted during irrigation season following discussion and the District’s written approval.• All Work must be Ready-For-Takeover no later than: April 15, 2025. Form of Contract: The Form of Contract to be executed between the District and the Contractor for the Work will be the CCDC2 – 2020 Stipulated Price Contract, as modified by Supplementary Conditions.
