    Description
    1. REQUEST FOR STANDING OFFER
    1.1 The Capital Regional District (CRD) invites quotes from qualified professional consulting firms (Proponents) for the supply and delivery of goods and services as and when, if required, nonexclusive, with no guaranteed minimum, to support the Integrated Water Services Department (IWS) with hydrometric stations.
    1.2 Proponents who submit on this RFSO may be eligible for other opportunities with the Capital Regional District.
    1.3 The CRD, upon its sole discretion, may choose to enter into an Agreement with more than one lead Proponent.

    2. INSTRUCTIONS TO PROPONENTS
    2.1 Submissions will be sent by email or by hardcopy by bid closing at 2:00 pm Pacific Standard Time, June 8, 2023. Submissions are to be sent to: Email: Shari McCreesh, Purchaser, at PurchasingIWS@crd.bc.ca Hardcopy: Shari McCreesh, Purchaser, 479 Island Hwy, Victoria, BC V8W 1R7
    2.2 Submissions received after the closing will not be accepted or considered. Delays caused by any email, delivery, courier or mail service(s) will not be grounds for an extension of the closing time. Submissions received after the closing time will be returned unopened to the Proponent.
    2.3 Proponents are to review the complete Request for Standing Offer package, including General Conditions, Description of Work, Solicitation Form and requirements.
    2.4 Proponents are responsible for requesting any clarification on issues pertaining to the RFSO no later than seven (7) calendar days before solicitation close. Proponents should submit all requests for clarification in written e-mail format specifying the name of the Authorized Contact Person identified in section 2.1.
    2.5 If the CRD determines that an amendment is required to this RFSO, the CRD will issue a written addendum and it will be posted to BC Bid and CRD websites. The addendum(s) will be incorporated into and become a part of this RFSO and resulting contract(s). Failure to acknowledge and address all addenda in a Proposal may render the Submission invalid. It is the sole responsibility of the Respondents to check BC Bid and the CRD websites for addendum(s) prior to submittal.
    2.6 Submissions should be submitted on the following forms and include the following information, refer to Section 5.0 Scope of Work for details, which is provided in this Request for Standing Offer:
    2.7 The Submission Package will include: • Completed Solicitation Form • Summary of Qualifications and Experience • List of References • Schedule of Labour & Expense Rates (Disbursements)
    2.8 Amendments to a submitted offer may be made by email but must be RECEIVED before the Solicitation closing time and date noted above. It is the responsibility of the Proponent to ensure they have sent the amendment(s) in sufficient time should there be any delivery issues. Late amendments will NOT be considered and will be rejected.
    2.9 If an offer is accepted by the CRD, a contract will be prepared and provided to the successful Proponent(s) for signature. Proponents are to review the pro forma contract in Appendix “A” Proforma Contract for Service and to indicate if there are any proposed variations.     2.10 Insurance is required and must be submitted in the form of a Certificate of Insurance (COI) after quote offer is accepted by the CRD, and prior to execution of the contract agreement. The CRD must be listed as “Additional Insured” and Insurance requirements are included in Appendix B.
