Forest Seedling Production Contract: Tender 2024H – Greenhouse Multi-Year with a 2-year Option to Renew.
This tender is to offer a multi-year contract to grow approx. 14.5M Sx and Fdi seedlings. The term of the contract will be from September 1st, 2023 to June 30th, 2027 with an option to renew for two additional years.
Qualified supplier(s) who are awarded multi-year contracts are expected to maintain a performance rating of 90% for each year of the contract. Failure to meet this requirement may result in contract cancellation. Assigned bid prices for each stock type will be used over the first three years. The following two years will be an option-to-renew. The option to renew terms will be increased by 2% per year for each additional term. The assigned supplier(s) will be awarded approximately the same number of seedlings annually.

Only electronic submissions will be accepted on the excel tender offer form found on BC Bid this year.
No signature is required although all electronic submission are considered to be signed.
Awards will be restricted to a maximum of 20% of the total volume of this contract. Contract award will be evaluated on price 50% and performance rating 50%.
Contract deliverables will be planned for completion throughout the fiscal year to meet the business area quarterly targets. Projects will be completed concurrently as per the approved work progress plan and schedules.

The lowest price, performance rating and the number of trees grown will be considered.
Be aware that BCTS has made changes to its EMS and SFM programs to meet the updated 2022 Sustainable Forestry Initiative (SFI) Forest Management Standard. Changes impacting BCTS clients include new training requirements (Table 008-1, 008-1A, Tailgate Training, SFI Awareness documents, and new Indigenous rights awareness training, as well as changes to training frequency and a new continuing education component). In addition, note changes to EMS/SFM Environmental Field Procedures and Incident Reporting Procedures which occurred June 1, 2022.
Supervisors and workers will need to be familiar with these changes prior to commencement of operations. These documents are posted on our external EMS/SFM website at BC Timber Sales - Business Area Environmental Management System (EMS) and Sustainable Forest Management (SFM) - Province of British Columbia (https://www2.gov.bc.ca/gov/content/industry/forestry/bc-timber-sales/forest-certification/ems-sfm).
