Description
The Regional District of North Okanagan (RDNO) is requesting proposals from qualified firms to provide Pre-Construction and Construction Services for the new Mission Hill Water Treatment Plant (MHWTP). Services will be delivered under a Construction Management Contract – for Services and Work (CCDC 5B). The RDNO intends to utilize a single, integrated CCDC 5B Contract framework to govern the project lifecycle, which is structured across two distinct phases.
The RDNO has contracted separately for design services with a Consultant. The successful Construction Manager will work collaboratively with the Consultant and the RDNO throughout the project duration according to the following phased structure:Phase 1 (Pre-Construction Services): Activated immediately upon contract award, this phase is governed by the terms, conditions and professional services provisions of the CCDC 5B Construction Management Contract Framework (Appendix A), as amended by the Supplementary General Conditions (Appendix B). The primary objective of Phase 1 is the collaborative development and transparent open-book pricing of a mutually acceptable Stipulated Price for the construction works.Phase 2 (Construction Services): Conditional upon the successful conclusion of Phase 1 and the mutual negotiation and acceptance of the Price, the RDNO intends to exercise the built-in CCDC 5B Stipulated Price Option to transition the project into active construction. Once exercised, the contract's payment mechanisms and rules for valuation of changes automatically transition to a stipulated price framework, strictly governed by the CCDC 5B contract, Supplementary General Conditions, Technical Specifications, and Project Drawings. The initial proposal process and contract execution establish a framework for Phase 1 consulting services only. The RDNO is under no obligation to proceed to Phase 2 with the selected Construction Manager. If a mutually agreeable Stipulated Price cannot be successfully negotiated within the project benchmarks, the RDNO reserves the right, at its sole discretion, to cleanly conclude the agreement at the end of Phase 1 via GC 7.1 (Owner’s Right to Terminate the Contract) without penalty.
Proposals should be submitted by firms that have a capable and demonstrable background in the type of Work described in this notice. In addition, all interested firms shall have sufficient, readily available resources in the form of trained personnel, support services, specialized Consultants, and financial resources to carry out the work without delay or shortcomings. Services required by this request for qualifications shall be performed under the responsible charge of a Project Manager qualified and experienced in public works construction, preferably water or wastewater treatment plants.
A non-mandatory site visit has been provisioned for Wednesday, July 8th at 1:30 PM local time.
