Through this Request for Proposal (RFP), TransLink, on behalf of its Finance department, including its Operating Companies, herein referred as (TLE), seeks proposals from qualified Proponents with the capability and experience to efficiently and cost-effectively provide quality services as follows:
- Annually for the fiscal years ended December 31:
- Audit of consolidated financial statements of TransLink, prepared under Canadian Public Sector Accounting Standards (PSAS), including testing of the system-based third-party controls in the Compass system; and
- Audit of financial statements of TPCC, prepared under International Financial Reporting Standards (IFRS).
- On an as and when required basis where provision of such services does not conflict with audit services:
- Review and provide feedback on the accounting treatment under new accounting standards, changes in accounting policies and/or new transactions; and
- Tax advice.
It is TransLink’s expectation that the Proponent does not use Sub-Contractors in provision of the above services. If the Proponent is expected to use Sub-Contractors, it should be clearly stated in the response.
