    The Capital Regional District (CRD) is inviting submission of qualifications, charge out rates, and an estimated volume of work for an example building from companies to deliver education, energy efficiency advising, and data entry services to owners or their delegates of buildings greater than or equal to 929 square meters who are listed on a CRD covered buildings list.
     The CRD has been working with other municipalities across BC on the voluntary Building Benchmark BC (BBBC) program. Over 200 buildings in the capital region voluntarily reported their energy and emissions through BBBC in 2024. In parallel to this, the Building Owner Management Association’s (BOMA’s) 2030 District initiative has been working with leading building owners to measure energy and emissions from their commercial buildings in the region and working on ways to reduce energy use and emissions. 
     The District of Saanich passed a mandatory energy and emission reporting requirement bylaw in May 2025. The City of Victoria also passed an identical requirement in early June.  The CRD is supporting these two jurisdictions and other municipalities in the region who have expressed interest in adopting the same requirement. The CRD is creating a Platform to enable the collection of building data. The Platform will collect energy and carbon emission information from Energy Star Portfolio Manager (ESPM) entries for buildings and deliver that data to the municipalities to support building compliance with municipal bylaws. The CRD Platform will also support voluntary reporting in jurisdictions where a mandatory reporting bylaw is not in force.
     This RFSO is requesting proposals for education of building owners or their delegates and support with collection and entry of energy use data in ESPM. The intent of this RFSO is to create a list of vendors who could support building owners or delegates between February and May 2026 and 2027. The CRD will provide this support to a limited number of buildings.  The proposals should be designed on the premise of individualized support (i.e., How would you propose offering this service to a specific strata corporation, commercial building owner, or rental building owner, and what do you propose the cost of those services per building to be?).
