    Notice is hereby given by the Corporation of the City of Vernon (“the City”) of its intent to award a contract to Turning Points Collaborative Society to provide resources and services to execute the scope of work for the COVID19 Homelessness Bridging Program for Vernon BC – PHASE 2.
    The provision of resources and services include:

    1.) Mental Health/Substance Use Community Outreach Worker - wages/benefits for 10 months.
    2.) Mental Health/Substance Use Community Outreach Worker - wages/benefits for 10 months.
    3.) Mental Health/Substance Use Social Worker - wages/benefits for 10 months.
    4.) Vehicle/Mileage/Supplies                                                                                                         
    5.) Pilot Development - Supervision, Coordination, Training 

    The above work builds on the previously performed Phase 1 work. The proposed Phase 2 contract will have an approximate value of $265,000 (inclusive of applicable taxes) for the term of the contract.

    The City did not call for Vendor proposals for the following reasons:
     
    1. Social Services are exempt from the Competitive Bid Process as per City Purchasing Policy and applicable governing Trade Treaties.
    2. The scope of resources and services are specialized and only one social agency locally that is readily positioned to provide these services to the standards required.
