Description
The types of Services to be performed in the BC Coast Region are specified below.
(a) Road Deactivation Plans and/or Road Drainage Plans – Consulting services are commonly
required for the development of deactivation and drainage plans. Plans are developed based on
downslope risk and future access requirements. Consultants may also be asked to develop a cost
estimate based on the plans developed. Plans are expected to be consistent with existing industry
standards such as FLNRORD’s Engineering Manual and the Ministry of Forest’s Best Management
Practices Handbook: Hillslope Restoration in British Columbia (2001). In addition to fill retrieval and
drainage improvements, such plans may require design of cut slope and fill slope stabilization
measures. Such instances commonly involve the evaluation of complex terrain, slope stability
analyses, surface and subsurface drainage design, geometry modifications, buttresses, retaining
walls, etc.
(b) Road Stabilization Plans, including Engineered Fill Slope Design and Retaining Structure
Design – Consulting services regarding design measures for stabilizing cut slopes and fill slopes
are commonly required for active forest roads. Such instances commonly involve the evaluation of
complex terrain, slope stability analyses, surface and subsurface drainage design, geometry
modifications, buttresses, retaining walls, surcharge loads, etc.
(c) Landslide Investigation, Landslide Risk Analysis, Landslide Mitigation Design – Consulting
services are commonly required regarding the occurrence of a landslide (including debris flows) or
possible occurrence of a landslide. These studies would involve characterization of the landslide/
possible landslide, identifying factors contributing to its occurrence/ possible occurrence, local and
regional drainage conditions, analysis of climatic conditions, and risk to downslope resources. For
Landslide Risk Analysis, the consultant must have a demonstrated sound understanding of “partial
risk” and “specific risk” as described in the Ministry of Forests, Land Management 56, 2004
Landslide Risk Case Studies in Forest Development Planning and Operations. Recommendations
for immediate and long-term management, including mitigation design, monitoring and control are
typically required. An estimate of magnitude, frequency and run-out are also often required, such
that the application of modelling software is an asset.
(d) Rock Slope Engineering – Consulting services in the field of rock mechanics are requested for
rockfall hazard assessments, rock slope stabilization/protection, rock scaling assessments, slope
stabilization assessment and design (ex: rock anchors), blast designs and monitoring.
(e) Slope Stability Engineering Analysis and Design - Consulting services regarding design
measures for stabilizing natural and man-made slopes are required from time to time. Such
instances commonly involve the evaluation of complex terrain, slope stability analyses, surface and
subsurface drainage design, geometry modifications, buttresses, retaining walls, etc.
(f) Emergency Response – Consulting services regarding Emergency Response to the above Services are infrequently required. In such instances, the consultant is often asked when evacuation is required and when public occupancy may resume. Interim and long-term monitoring measures are generally required.
