    Notice is hereby given by the City of Vancouver (“City”) of its intent to contract with UserTesting Technologies Canada, Inc for the supply and delivery/provision of Year 1 UserTesting.com License

    DESCRIPTION/SCOPE: The City is issuing a Notice of Intent to Contract (NOITC) to proceed with User Testing Technologies Canada, Inc. for the provision of a cloud‑based user testing platform required to support user‑centric design and service improvement initiatives across the organization. The Digital Services & Customer Experience portfolio currently lacks an efficient, scalable, and accessible solution to rapidly gather feedback from external users on City products, applications, and services. Implementing a dedicated user testing platform is essential to enable timely insights that inform design, improve service usability, and support adoption. Following a pilot trial of proposed solutions, UserTesting was identified as the only vendor able to meet the City’s functional, accessibility, support, and research‑readiness requirements. The platform provides a diverse and locally relevant tester pool, live-interview capabilities, AI‑enabled insight generation, guided research support, and the ability to easily test City applications, websites, prototypes, and services.

    REASONS FOR THE DIRECT AWARD: The City has previously engaged with UserTesting; however, additional time is required to fully evaluate the platform to ensure it aligns with operational needs and integrates effectively with existing workflows. City staff require further testing and onboarding collaboration with the vendor to validate this integration and confirm the platform’s readiness for broader use across the organization. This additional testing period is necessary to ensure successful implementation and effective use of the platform. For these reasons, the City intends to enter into a one‑year pilot contract with User Testing Technologies Canada, Inc. as the only vendor capable of meeting the full scope of the City's operational and user research needs.
