    Description
    The City of Revelstoke (the City) invites proposals from qualified and experienced development teams (each a Proponent) to act as the City's Development Partner to structure, design, permit, construct and transition to operations a phased rental housing program on the Oscar Lands (the Project). The Oscar Lands are located at 1004 Oscar Street (Lot A, Section 26, Township 23, Range 2, West Of The 6th Meridian, Kootenay District Plan NEP91421, Except Plans EPP7027, EPP40833 And EPP87855 (PID: 028-349-407)), in the location shown in Appendix G (the “Oscar Lands”).

    The Project will deliver purpose-built rental accommodation to address near-term workforce accommodation demand associated with BC Hydro's capital construction program, while establishing a lasting community housing asset. The workforce accommodation phase is expected to transition to long-term community housing following the conclusion of the BC Hydro accommodation period.

    This RFP is organized as a two-stage competitive process. Stage 1 invites concise Expressions of Interest from which the City will shortlist up to three (3) Proponents. Stage 2 invites shortlisted Proponents to participate in a structured collaborative development process with City staff and advisors, culminating in a Council declaration of a single Preferred Proponent. This approach reflects the complexity of the Project and the importance of achieving a well-structured, financially sound, and deliverable outcome rather than a prescriptive specification at this stage.
