Quotes must be submitted online through the BC Bid e-bidding system.
Quotes must be submitted through the BC Bid e-bidding system before the Closing date and time specified in this ITQ. Quotes submitted by mail or fax cannot be accepted in response to this Invitation to Quote.
PROVINCIAL REQUIREMENTS
A Tax Verification Letter means a letter issued by the Province's Ministry of Finance to verify that the bidder meets its applicable British Columbia Provincial (Province) corporate income tax filing obligations and Province sales tax (PST) filing and payment obligations, which may be required to be produced by a bidder as a condition of receiving a Purchase Order.
If the successful bidder's Quotation is equal to or greater than $100,000 CAD, before a Purchase Order will be issued, the successful bidder will be required to provide OCABC with a valid Tax Verification Letter issued by the Province's Ministry of Finance to verify that the successful bidder meets its applicable Province corporate income tax filing obligations and Province sales tax (PST) filing and payment obligations.
If the successful bidder is not able to produce the required Tax Verification Letter within five (5) Province business days of being notified by OCABC that it is the successful bidder, then OCABC will be entitled to disregard such bidder's Quotation and engage with the next preferred bidder or, in its sole discretion, cancel the ITQ process.
SPECIFICATIONS AND REQUIREMENTS
Quote submissions must confirm conformance to the specifications outlined below.
The successful bidder must provide a Worksafe BC certificate of good standing and insurance certificates demonstrating at least (1) $2,000,000 CAD in Commercial General Liability Insurance and (2) $2,000,000 CAD in professional liability insurance. The successful bidder must maintain such insurance coverage throughout the term of the contract and provide evidence of renewal upon request.
Quoted price must assume FOB destination (Organized Crime Agency of BC Society, Mailstop 408/409, 14200 Green Timbers Way, Surrey BC V3T 6P3, Attn: Inspector Adam Gander), with all delivery, duty, brokerage, tariffs, fees, and any other charges included in the price.
The quoted price must be lump sum fixed price in Canadian Dollars (CAD) and must be firm and irrevocable for a period of 60 days from the quote submission deadline.
Bidders must state delivery time in weeks after receipt of Purchase Order. Time is of the essence for delivery. Failure to meet the committed delivery timeline may result in rejection of the bid or, if a Purchase Order has been issued, may be considered a material breach of contract.
Bidders must confirm their ability to meet expedited delivery requirements if requested by OCABC. Any limitations on delivery capabilities must be clearly stated in the quotation.
The application of the units is for use during enforcement activity; roadside, search incident to arrest, search warrant with vehicles, residences, properties, and other entities being exploited to conceal contraband.
The specific capabilities and features required to include the following; Two-year manufacturer's warranty with in-country (Canada) product support and service, including response time commitments for service requests (e.g., within 48 hours for critical issues) Handheld portable x-ray Touch LCD screen Easy navigation with the ability to wear gloves during operation High resolution anti-glare large-format screen Patented beam-forming technology Separate handheld tablet for display by multiple users at one time 160 kV, 10 W Adjustable coloured screen allowing interpretation of images/contents The ability to increase depth and capability of scan either permanently installed or by way of added on equipment Lead trap detection to automatically alert user with on screen alert of any lead presence (ie; lined after-market compartments (traps)) Has the capability to be upgraded to radioactive isotopes detection should the Agency job parameters change Artificial intelligence / machine learning algorithms AID toolset The ability to differentiate items scanned through image interpretation Handles behind detector for user safety Capability to hot swap batteries Wifi and Bluetooth capabilities (4G/5G)
Delivery of all units must be provided by July 15th, 2026, with training to be delivered by July 31st, 2026.
Parameters of the training In person training at a BC location determined by the Agency Ability to support the development of an Agency led train the trainer program for future in-house user certification
OCABC will evaluate submissions based on best value, considering the following weighted criteria:
1. Price (10%)
2. Delivery timeline and ability to meet time-sensitive requirements (20%)
3. Product specifications, quality, and compliance with technical requirements (70%)
OCABC reserves the right to request clarifications, conduct interviews, request product demonstrations, and verify references as part of the evaluation process. The lowest priced bid will not necessarily be accepted.
CONTRACT FORMATION
This ITQ does not constitute an offer by OCABC. Submission of a quotation does not create a binding contract. A binding contract will only be formed upon joint execution of a Purchase Order by the authorized agents of OCABC and the successful bidder.
OCABC reserves the right to negotiate with the successful bidder prior to issuing a Purchase Order. Provided OCABC and the successful bidder agree to enter a contract, that contract will be in the form of a Purchase Order accompanied by OCABC's standard terms and conditions of purchase.
RESERVATIONS OF RIGHTS
OCABC reserves the right, in its sole and absolute discretion, to:
(a) Accept or reject any or all quotations;
(b) Cancel or reissue this ITQ at any time;
(c) Waive irregularities or defects in any quotation;
(d) Request clarifications or additional information from any or all bidders;
(e) Negotiate with any bidder;
(f) Accept a quotation that is not the lowest priced;
(g) Extend any deadlines;
(h) Modify the scope, specifications, or requirements;
(i) Reject all quotations and not proceed with any award;
(j) Consider any information from any source in evaluating quotations.
No bidder shall have any claim for compensation of any kind whatsoever as a result of participating in this ITQ, and by submitting a quotation, each bidder agrees that it has no claim against OCABC or any of its employees, agents, or representatives.
LIMITATION OF LIABILITY
OCABC shall not be liable to any bidder for any costs, expenses, losses, or damages incurred or suffered by the bidder as a result of, or arising out of, participating in this ITQ process, including but not limited to costs of preparing a quotation.
