    The purpose of this Request for Proposals (“Request for Proposals” or “RFP”) is to invite prospective proponents (“Proponents”) with a successful track record of providing Construction Management services to submit proposals (each a “Proposal”) to Simon Fraser University (“SFU” or the “University”) for the provision of Construction Management services for the SFU Burnaby LDC Façade Replacement, Project No. 309453CM (the “Project”), as further described in this RFP, at SFU’s Burnaby campus address at 8888 University Dr. Burnaby, BC V5A1S6. 

    The Lorne Davies Complex (or “LDC”) was originally constructed in 1965, designed by Duncan S. McNab and his associates Harry Lee and David C. Logan, within the Erickson Massey master plan. The LDC building form is rectilinear with a flat roof, with vertical exterior columns that support the main structure, between each column line the fenestrations consists of the Kalwall translucent fibreglass sandwich panel system, aluminum-framed clerestory glazing, and clear glazed storefront assemblies these were installed in 1965 and 1973 respectively. The patterning on the translucent panel is character defining and must be maintained as part of this project. This system has significantly exceeded its maximum service life of 50 years and is now in a state of active failure. Ongoing condensation, air leakage, and water ingress have resulted in deterioration of supporting steel and concrete elements, organic growth, and concrete spalling. A Building Enclosure Condition Assessment conducted in 2013 and in 2021 concluded that the facade has reached the end of useful service life.

    The project scope primarily includes:Construction Management Services to include: Design and constructability reviews Facilitate trade input Market analysis of possible suppliers Schedule analysis based on a multiphase approach Facade Demolition and Hazardous Materials Abatement: Full removal of the existing Kalwall translucent panel system, clerestory glazing, and storefront glazing/Storefront door assemblies across approximately 35,000 sf of facade area from level 100-400, including asbestos abatement of asbestos-containing caulking at parameter interfaces, and disposal of all materials in accordance of regulatory requirements.  New Curtain Wall and Glazing Installation: Supply and installation of a new high-performance curtain wall system That meets the character defining elements of the façade.The Construction Manager (or CM) will be engaged to provide a  construction management services necessary to plan, coordinate, and execute the full replacement of the existing building envelope at the LDC, Burnaby campus. The CM may also be requested to provide strategic input on construction feasibility, scheduling, cost management, and subcontractor selection. The CM will coordinate closely with the Architect/Prime Consultant, SFU Facilities and Project Management, and all specialty consultants including the building envelope engineer, structural engineer, mechanical engineer, and hazardous materials consultant, to ensure seamless integration of design, abatement, and construction activities across all phases.

    An estimated construction budget of $14.5M excluding GST has been allocated for the SFU LDC Façade replacement and disbursement of funds will be incremental. Substantial Completion is March 2029.
