    Description
    The Town of Comox is requesting proposals from qualified engineering consultants to complete a tender-ready detailed engineering design package for the upgrade of Church Street from Robb Avenue to Comox Avenue. Church Street is a major collector road running north–south and provides direct access to both local and collector road networks and the downtown core. This section of Church Street consists primarily of single-family residential development and adjacent recreational land uses, including a golf course.

    The project scope also includes review and update of the previously completed design for the Noel Avenue to Robb Avenue section of Church Street, which was designed under a prior project but not constructed. The expectation is that the existing design be reviewed and recommendations for updates be presented for consideration. The scope of work for any modifications will be negotiated and added to the contract through change order.
     
    Design work will include road reconstruction and associated upgrades to underground infrastructure, including full replacement of the watermain along the length of the project corridor. The sanitary sewer system within the project limits was video inspected in 2024 and determined to be in good condition; no replacement is anticipated. The condition of the storm sewer system is currently unknown, and CCTV inspection of the storm infrastructure is required as part of the design scope to determine rehabilitation or replacement needs. The design shall also include installation of municipal fibre optic infrastructure in accordance with the Town of Comox Subdivision and Development Servicing Bylaw.
     
    Church Street is designated as a major collector road. The cross-section shall be designed in accordance with the current Major Collector Road cross section found in the current Subdivision and Development Servicing Bylaw.
     
    A design brief shall be submitted by the Consultant providing firm recommendations for roadway geometry, sidewalk alignment, parking (if applicable), and cycling facilities. The design shall consider pedestrian, cycling, and vehicle safety; connectivity to existing pedestrian and cycling infrastructure; existing street lighting; utility conflicts; driveway access; and constructability constraints. A special design may be required in the block between Robb and Centennial to accommodate large fir trees that are to be retained as part of the project.
