    Description
    This Request for Quotations an invitation by the Corporation of the District of Saanich  to prospective respondents to submit nonbinding quotations for the disposal of contaminated soil as further described in Section A of the RFQ Particulars.
      The District of Saanich is seeking responses from permitted facilities located on Vancouver Island that can accept soil that exceeds Industrial land use standards (“IL+”) at the most stringent site-specific factor as identified in the BC Contaminated Sites Regulation (“BC CSR”).  
     The District requires several permitted sites to support various capital construction and maintenance projects that require removal of fill from within the municipal right-of-way. Recent amendments to the BC CSR have resulted in local receiving sites no longer accepting bulk quantities of excavated fill without comprehensive environmental testing. Materials exceeding Industrial land use standards must be sent to permitted facilities.  
     The purpose of this RFQ is to identify permitted facilities within Vancouver Island capable of accepting IL+ materials and establish service agreements with these facilities on an as, if and when requested basis. It is the District’s intention to enter into a contract with one or more legal entities.
