    Description
    Provincial Health Services Authority (the “Authority” or “PHSA”) has issued this Request for Proposals (“RFP”) for the purpose of inviting proposals from qualified proponent teams to consulting, technical, EMIS implementation, metering and data infrastructure, commissioning, training, funding-agency reporting, and post-implementation support services for the BC Children’s Hospital and BC Women’s Hospital + Health Centre located at 4500 Oak Street, Vancouver, BC.

    The Base scope of this RFP is to support PHSA in implementing an ISO 50001-compliant Energy Management System (“EnMS”) for the Phase 1 Base buildings identified in Appendix A, in accordance with PHSA’s executed contribution agreement with Natural Resources Canada (“NRCan”), and to implement and commission a functional Energy Management Information System (“EMIS”) for the Phase 1 Base buildings as an enabling platform for ISO 50001 implementation, monitoring, measurement, reporting, and continual improvement.

    PHSA intends to proceed with the base EMIS implementation regardless of whether BC Hydro funding is received. NRCan funding is intended to support eligible ISO 50001 implementation costs in accordance with the executed contribution agreement, including eligible professional services, training, and eligible material, supplies, equipment and systems costs. Costs that are not eligible under NRCan, or that exceed available NRCan funding, may be funded by PHSA or by other funding sources if available.

    BC Hydro support, if awarded, is expected to be pursued through the BC Hydro EMIS Level 2 program or applicable successor program. BC Hydro support may be used to enhance the base EMIS implementation, improve eligible metering and monitoring infrastructure, support verification activities, offset eligible costs, or expand the scale of implementation where feasible. The final scope associated with any BC Hydro support will be determined following discussions between PHSA, the successful Proponent, and BC Hydro.

    The Authority may, at its discretion and subject to funding approval, add optional services related to expanded EMIS implementation, additional metering and submetering improvements, BC Hydro EMIS Level 2 funding requirements, broader campus expansion, post-implementation monitoring, and other funding-agency requirements. Any such optional scope shall be separately priced and shall only proceed if authorized by the Authority.

    Unless otherwise confirmed by the Authority by addendum, this RFP is open to qualified consultants, integrators, and implementation teams with the experience and capacity required to deliver the full scope of Services described in Appendix A.

    This Project includes ISO 50001 / Energy Management System implementation and base EMIS implementation for the Phase 1 Base buildings as the confirmed Base scope. The scope includes, as applicable, ISO 50001 advisory, EMIS implementation support, metering and submetering assessment, BAS/BMS/DDC integration, operational technology (“OT”) networking, commissioning, data validation, training, and funding-agency reporting support.
    Potential additional scope may include enhanced EMIS functionality, additional metering and monitoring infrastructure, BC Hydro EMIS Level 2 support, broader campus expansion, post-implementation monitoring, or other related services, subject to funding approval and Authority direction.
