    Vancouver Coastal Health Authority (VCH) intends to enter into negotiations with its current service providers Richmond Elevator and ThyssenKrupp Elevator (Elevator Contractors) for Vancouver General Hospital (VGH) Eyecare, Banfield and University of British Columbia Hospital (UBCH) Detwiller Tower modernization Projects (Project).  These elevators serve non-acute care clinical and building operations functions. There is 1 elevator serving the VGH Eyecare Centre building, 2 elevators serving Banfield and 1 Tower Elevator serving UBCH Detwiller Building, the only elevator serving all 5 floors.    The combined value of these Projects is estimated to be between $1.8 and $2.1 million dollars plus tax.  VCH will complete a public tendering process for General Contractors for the Projects but negotiate the contemplated contract with the Elevator Contractors for the following reasons:
    • They are currently the Elevator Contractors conducting VCH elevator modernization Projects providing services and construction familiar with the elevator requirements for VCH.  They understand the applications with the capability to execute complex Health Authority elevator projects in active Acute and Non-Acute Care Buildings and campus settings;
    • There are synergies and savings in clinical operations, project, time and specification work that can be implemented with these companies whom have a strategic advantage in completing the Project(s) effectively in the shortest timeframe with the required outcomes which VCH wants to disclose in advance to other potential Elevator Contractor bidders;
    • Current circumstances with extending long lead times for equipment continues the need to engage as soon as possible prior or in tandem to bidding for General Contractors so as to minimize delays and lead-times to start of construction;
    • Elevator Contractors will mobilize the Project(s) upon or even prior to conclusion of negotiations for specifications in the Project(s) that are not relevant to them;
    • Both Elevator Contractors are registered and comply with all applicable WorkSafe BC regulations;
    • Both Elevator Contractors will have the required Comprehensive Commercial General Liability insurance coverage in an amount not less than $5,000,000.00 inclusive per occurrence against bodily injury, personal injury and property damage;
    • Both Elevator Contractors will have Automobile Liability insurance coverage on all vehicles owned, operated or licensed in an amount not less than $ 2,000,000.00;
    • Both Elevator Contractors will provided a Consent of Surety issued by a surety company registered to transact business in the Province of British Columbia;
    Qualified Contractors may challenge this decision by sending an email to Elizabeth Zhu no later than 3:00PM PDT on July 12, 2022:

    Provide proof showing your qualifications, workplan, insurance coverage, bonding coverage and WorkSafe BC clearance letter related to the requirements defined in this NOI.  Only challenges from qualified Elevator Contractors to conduct these Projects will be reviewed.
