    Description
    Notice is hereby given by the Ministry of Finance (MFIN), Information Management Branch (IMB), of its intent to direct award a contract to: MCGOWAN DIGITAL GROUP INC. DBA: DIGITAL CONVERGENCE (DC), 23 Beryl Drive, PO 1132, Logan Lake, British Columbia, Canada, V0K 1W0.

    The MFIN IMB recently sought an expert team to lead the design, build, and implementation of a Drupal project to replace an existing executive content management solution. The new solution is designed to support IMB services for a small executive client group and their core business operations.
    MFIN IMB is continuing current activities with DC on the development and implementation of this project; and anticipates additional ongoing activities relating to:
    • Development of the executive client solution to a Minimal Viable Product (MVP)
    • Improvements to the applications support model of MFIN’s OpenShift/Drupal corporate services platform including all existing namespace applications
    • Data/content migration
    • Refinement of the delivery pipeline and continuous deployment process for the OpenShift platform
    • Knowledge transfer to MFIN IMB operational staff including user training sessions and materials
    • Critical defect/bug fixes
    • Hypercare (24x7 crucial end-user support during stabilization)
    The contract for this work extends the Implementation phase is anticipated not to exceed a value of $140,000 and is expected to cover the period from August 1, 2022, to March 31, 2023.

    MFIN IMB has chosen not to call for proposals at this time and believes that DC is uniquely qualified to provide the availability, experience and services based on the following reasons:
    • DC can continue to provide three full-stack architecture and development services part-time/full-time resources required to start effective on August 2, 2022 once the end of the existing Sprint With Us engagement ends July 31, 2022.
    • DC is leading the internal IMB team on establishing continuous integration and deployment processes to facilitate an effective transition to internal IMB operational support.
    • DC has current experience in initial setup, delivery, and development knowledge of the project’s open-source technology stack that includes:
      • PHP 8.0+ is used for the cli container
      • NGINX is used as HTTP server
      • MariaDB as Database Engine ("MySQL")
      • Drupal 9+ on OpenShift 4.8
    • The services require senior full-stack developers with experience in MFIN’s agile product delivery framework.
    • DC has significant working knowledge of the executive client’s operational business processes and experience working with and engaging IMB, Office of the Chief Information Officer, and the executive client stakeholders including their staff.
    • MFIN IMB believes that an alternate service provider at this time would result in significant increases to total overall costs and timelines.
    Vendors wishing to object to this decision are requested to contact Spencer Payne, Team Lead, Procurement Services, Corporate Services Division, Ministry of Finance by e-mail at Spencer.payne@gov.bc.ca on or before 2:00 p.m. Pacific Standard Time, July 29, 2022 presenting specific reasons for their objection, including:
    1. Ability to offer three senior full-stack developers with equivalent or increased levels of expertise; and experience that specifically address the services and technologies noted above in this NOI.
       
    2. A detailed demonstration of the ability to meet the planned contract timelines, as outlined in this NOI; and how the services will be delivered for an equal or lower cost.
    This information will be the key criteria regarding the consideration of vendor objections. Where a vendor objection is deemed satisfactory, MFIN IMB may hold a competitive procurement process between the vendors. If no objections are received or none are deemed satisfactory, MFIN IMB intends to undertake a contract with MCGOWAN DIGITAL GROUP INC. DBA: DIGITAL CONVERGENCE to provide the services outlined in this NOI.
