Description
Project Scope
The District of Kent (District) is seeking qualified engineering and environmental design services for the replacement of a wood stave culvert on Chaplin Road, which crosses the Maria Slough at an intersection point between the District of Kent and Seabird Island Band Reserve. The existing culvert is of indeterminate age but appears very old, and shows signs of wear, including missing boards near the inlet and outlet and development of small sinkholes in these areas. The culvert also surcharged during the November 2021 extreme rainfall event, indicating it is undersized for a 1/200 year rainfall event. Design must also include road restoration to the same pavement thickness and width as the existing location at Chaplin Road.The Maria Slough is critical habitat for the Oregon Spotted Frog, as well as a known spawning channel for Chinook Salmon and other high value fish species. The District would like to ensure that the project scope extends beyond the footprint of the culvert itself, and also involves a design with features that appreciably provide habitat enhancement to the resident species. The District plans to use the detailed design to apply for government grants (such as the BC Salmon Restoration Innovation Fund or Habitat Stewardship Program) to fund part or all of the construction phase of the project.
In addition, the project area is located immediately adjacent to the Seabird Island Band Reserve, and has importance as a Chinook Salmon habitat site. Therefore, the project must be viewed through a First Nations fisheries restoration lens. Experience with traditional ecological knowledge, First Nations fisheries, and reconciliation will be considered as assets. The consultant should be prepared to consult early, meaningfully, and often with Seabird Island Band regarding project needs and design.
The initial project scope will be divided into two stages: Investigation and Design.
