This Request for Proposals (the “RFP”) is an invitation by the Corporation of the District of Saanich (the “District”) to prospective proponents to submit proposals for Design and Construction Services for the renewal of the active portion of Rutledge Park, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Rutledge Park renewal project is a major infrastructure initiative to replace an aging playground, add a new splash pad and washroom building in the Park. The District has previously secured a contract for supplying a prefabricated concrete washroom building complete with change rooms to be placed in the park as part of this project. The District intends to deliver the project using a Design-Build methodology with a single Contractor responsible for all aspects of the Deliverables.
The scope of the Project incorporates portions of work and services traditionally supplied to the District by various firms under separate contracts. In the Design-Build delivery method defined by the RFP, all these functions are combined under one Design-Build Agreement (CCDC14) between the District and the Design-Builder. The scope of work includes, but is not limited to, all responsibilities for engineering, design, construction, environmental protection, safety, quality/quantity control and assurance, and training required to deliver the infrastructure identified in the RFP documents.
The scope of the Design-Builder's responsibilities is defined by the requirements of the RFP and the Design-Build Agreement. Because the renewal work is being carried out in a public park space, the District prefers a multi-disciplinary Design-Build team that that includes significant Parks planning expertise and is lead by a Registered Landscape Architect.
Please Note: The District will provide an honorarium in the amount of $7,500 to the unsuccessful shortlisted proponent from Stage IV of the evaluation process. The District will not be liable for actual, or any costs incurred by the proponents in responding to this RFP. The successful proponent will not be compensated by an honorarium or for any or all costs associated with the preparation of its submission.
The District acknowledges the COVID-19 Pandemic and wishes to convey our intention to work collaboratively to mitigate potential impacts to the project. Accordingly, and in order to provide clarity, we advise that proponents should prepare their proposals taking into account the cost and time implications of the current situation, on the assumption that applicable laws, ordinances, rules, regulations, or codes of authorities having jurisdiction, issued as a result of the COVID-19 pandemic as at the Submission Deadline, may be in place for some portion or all of the project. Proponents will be expected to plan for and to take into account in preparing their proposals all reasonable steps to ensure a safe and healthy working environment and to avoid disruptions impacting their obligations under any resulting contract.
