RFQ 22-07 - Industrial Park Ditching and Culverts

    Description
    The City of Prince Rupert is seeking quotations from qualified proponents in response to this request for quotations for the provision of Services (as defined herein) to be carried out within the required schedule set out herein for the Industrial Park Ditching and Culvert Installation. With the increase of rainfall Prince Rupert has experienced over the years, the ditching and culverts at the industrial park have not been able to keep up and dissipate the water efficiently, causing serve flooding issues. The current ditching is overgrown and the culverts are grossly undersized. This RFQ is looking for proponents that can reestablish/widen the ditching and replace existing culverts with adequately sized replacements.
    There are existing culverts that either may need to be relocated and additional ditching put in place. This RFQ requires the proponent to submit an hourly or daily “time and materials” quote for the equipment and manpower required to complete the works required. The city will provide piping, culverts, aggregates and other materials to successfully complete the project. Proponent must be aware that special order items will take time to retain. Efficient and effective scheduling is required for this works.
    Once the budget has been reached, work will conclude and stop point determined.
    Work must be completed before Fall of 2022     
     The services will comprise the following for the Project including, without limiting:
          1. Provide equipment, machinery and manpower to replace culverts and reestablish ditching at the Industrial Park
          2. Current Culvert by “card lock” station to be removed and replaced with adequately sized culverts. This works will be first priority. (241 Kaien Road)
          3. Ditching/Culvert works will continue on Mish Aw Road and continue towards town (Kaien Road) and other side streets.
          4. Locations, ditches, and culverts to be established and agreed upon before work to commence
          5. All culverts sizing to be agreed upon by contractor and city before installation. Design calculations may be required
          6. Materials to be provided by city. This included Culverts, piping, headwalls, geo fabric and aggregates
          7. Materials will be located at the City yard or other pre-determined location. Contractor is responsible for pickup. City may assist in loading
          8. Contractor to summit hours and pricing Daily to establish budget
          9. City will maintain budget numbers. Once budget is 90% reached, end point will be established and agreed upon by both contractor and city staff
          10. Local and truck traffic to remain uninterrupted
          11. Proponent will be responsible for any and all traffic control, signage, flaggers and barricades needed to complete the works
          12. If culvert and entrances need to be temporarily closed, relocated or removed, proponent, along with city staff will work with property owners
          13. Any and all engineering, if required, will be up to contractor. Solely dependent on methodology and material usage/placement.
