Description
The Ministry of Environment and Climate Change Strategy, BC Parks is seeking a qualified proponent or firm to use a creative and innovative approach to develop progressive and comprehensive facility reviews and future recreation and facility planning services for up to 3 separate Recreation Facility Development plans occurring in multiple parks within in the Lower Mainland Section of the South Coast Region, including Cultus Lake, Golden Ears and Mount Seymour. The Province is looking for a Proponent(s), who will provide a clear and concise plan for long-term guidance to visitor management and park planning, new facility development, facility re-development, facility removal and the delivery of recreation services within BC Parks. These plans should consider archaeological and conservation values, current visitor use and project future expected use to explore long-term parking options, day-use and picnic options, trailhead locations, trail and campground expansion opportunities as well as new and expanded recreation opportunities. The final plan should include estimated project budgets and a realistic prioritized list of work for the next 5 to 10 years. The plans will include an analysis and evaluation of existing facilities, project park/recreation needs (needs assessment), timelines for implementation (including life expectancy of existing and proposed facilities) and fiscal considerations for development, operation, and maintenance. The creation of the facility plan should include significant consultation and engagement with user groups, First Nations, citizens, visitors, Park Operators and BC Parks’ Staff.
This is a multi-plan opportunity where up to 3 Contracts for facility plan development will be awarded. This RFP describes the supply of services sought by BC Parks and sets out the RFP process, evaluation and selection process and Proposal requirements.
